The Bell telephone system has studied customer reponses to the introduction of local measured service telephone rates - a change in pricing which was discussed in an earlier article in Public Utilities Fortnightly. Accurate knowledge of customer responses in terms of repression of usage and choice of class of service is essential to predicting the effects of conversion to measured service on customer bills and telephone company revenues and expenses. These predictions are necessary, in turn, for the implementation of local measured service.
