Transition to local measured telephone service

Factors that have motivated the Bell telephone system to reevaluate and redirect the pricing of basic exchange service away from flat, nonusage-sensitive rates to measured service rates are described. The authors discuss recent changes in the external and internal circumstances of the telephone business and an effort currently in progress, on the part of national legislators and federal and state regulators, to redefine national communications goals. The merits and potential benefits of local measured service are enumerated, but public accepance is necessary for it to provide a solution.
