Cogeneration opportunities and Federal energy legislation

Federal programs are under development to encourage and promote the use of cogeneration facilities; Federal legislation supports this concept. However, existing environmental legislation will make coal-fired installations of any type very expensive, and all fossil-fired facilities difficult to site and construct. This paper reviews the legislation and regulations that affect new cogeneration facilities. Specific examples show how legislative incentives, load profiles, and cogeneration plant ownership can affect the potential for cogeneration. 6 figures.
