World energy outlook in the 1980s and the role of OPEC

Response to the declarations in 1973 by the Organization of Petroleum Exporting Countries (OPEC) that petroleum consumption must be reduced and that exploration must be accelerated is examined in the context of OPEC's role in supplying most of the world's crude oil. The use of pricing mechanisms to encourage the development of alternate fuels and the role of government policies in reducing consumption and achieving a smooth transition from oil to other energy sources are explored. Ways for consumers and OPEC to cooperate during the transition include rational pricing of liquid and gaseous hydrocarbons and continued world development of petroleum. Manpower exchanges and more trade could expedite technology transfer to the OPEC countries. Consumers should also develop a more open-minded and less adversarial attitude toward the producing nations if hydrocarbon resources are to be optimized.
