Eight witnesses from several federal departments reviewed the foreign-policy implications of US efforts to stop the Yamal pipeline agreements and the economic and political clumsiness of US actions. The witnesses examined the possibilities of coal substitution, security implications, competition from European equipment manufacturers, US export and trade policies, and the significance of the gas pipeline to future trade arrangements. A panel discussed the proposal to create an Office of Strategic Trade to handle high-technology transfers with the East and avoid future mismanagement of trade policies. (DCK)
