Building blocks. [Redevelopment of declining neighborhood, Pittsburgh]

The Manchester neighborhood of Pittsburgh has been involved in an innovative program of redevelopment. Planned and administered by the Manchester Citizens Corporation, the neighborhood has rehabilitated older homes, many of which have since been listed on the National Registry of Historic Places.An important part of the rehabilitation process has been retrofitting for energy efficiency. The Department of Energy supplied a grant of $850,000 for the project. Insulation, active and passive solar systems, tight construction, and conservation practices have helped lower energy costs. The most significant lesson learned was that rehabilitation can save almost as much energy as energy efficient new construction. (JMT)
