Reports that 1982 Soviet construction called for 4,665 miles of natural gas, 2,500 miles of crude oil and 310 miles of products pipelines. The emphasis will continue to be on huge lines from Western Siberia to consuming centers in the European part of the country. Another line from Siberia to Czechoslovakia is now scheduled for 1987. Plans have not yet been completed for moving gas from the giant Astrakhan sour gas field in European Russia. Production of crude oil has fallen behind expectations and, as a result, construction of crude trunk lines has been down. The low level of refined products pipeline construction reflects the lag in building new refining and petrochemical plants. As a result of technological developments, Soviet contractors are getting more foreign work. Soviet teams are building a 570-km (354-mi) pipeline in Libya. Concludes that by the end of this century, the Soviet Union expects to obtain a sizeable share of the international pipeline construction market.
