A manifestation of the quark-gluon degrees of freedom in the dynamics of nucleon-nucleon scattering at low and intermediate energies is discussed. It is shown that the existence of six-quark bags fixes the shape of the NN potential at short distances, leading to a P-matrix which satisfies the Jaffe-Low criterion and does not contain superfluous potential poles. A dynamic model of a three-nucleon system with inclusion of the contribution from six-quark bags is considered.
