Amendments to the Natural Gas Pipeline Safety Act of 1968 and the Hazardous Liquid Pipeline Safety Act of 1979 make changes in both wording and in funding levels for fiscal year 1987. The new legislation establishes a users fee based on volume, miles, and revenues to be assessed and collected by the Department of Transportation. The collected funds will be used to further the safety programs under the two amended Acts, but collections shall not exceed 105% of the appropriations for activities under these programs in any year.
