Utah's Intermountain Power Project: a case study in energy conflict

Controversy in Utah over the construction of a 3000-megawatt coal-fired power plant could affect the re-election chances for Senator Orrin G. Hatch, who became involved in the contract selection process. The Intermountain project plan to transmit power generated from coal mined in Utah to California illustrates the issues raised by multi-state energy projects. The project has already progressed through early challenges over land use and environmental impacts to obtain financing, sales agreements, water rights, and community impact agreements. The new contract dispute involving the issues of authority structure and alleged interference in contract awards has generated political disputes, but excavation plans continue. (DCK)
