California standards for ambient air quality and motor vehicle exhaust

Setting standards is a first step in evaluating the choice of measures to prevent air pollution. Recommendation and sanction of practical means of control to reach the standards involves considerations of cost. The total cost of pollution must be weighed against the total cost of control in order to reach a rational and acceptable solution. When the California Legislature called on the State Health Department to develop and publish standards for the quality of air in the State and to set maximum allowable concentrations for auto exhaust emissions, it inaugurated a new chapter in the control of air pollution. Decision making is inherently in the hands of the public. The public must support the research and the legislation which will be needed and the authority of the enforcement agencies. To know the extent to which the public is concerned with the problem and willing to support adequately the search for its solution is important. Some of the items that need to be considered are presented.
