Two days of hearings on H.R. 2576, which would control the release of 85 hazardous air pollutants, was a response to 15 years of inactivity on the part of the Environmental Protection Agency (EPA). The bill requires EPA to inventory the concentrations and releases of the chemicals and to collect data on their health hazards due to public exposure. Particular note is given to carcinogenic substances and the public's right to information on potential hazards. Testifying were representatives of the chemical and transportation industries, environmental and public interest groups, EPA officials, labor groups, and manufacturers. Material submitted for the record follows the text of H.R. 2576 and the testimony of 24 witnesses.
