Severe accidents and CANDU - a challenge for designers and regulators

At present, there are no Canadian regulatory requirements for what are generally known as severe (or beyond-design-basis) accidents. The reason for this is partly historical, partly because of the unique Canada deuterium uranium (CANDU) design, and partly because of the overall approach to safety taken in Canada. Recently the Atomic Energy Control Board (AECB) has been considering if a severe accident policy similar to that used for light water reactors (LWRS) should be adopted. It has been suggested that such a policy would assist in the development of a more coherent and effective accident management strategy. The background to the current Canadian approach and the difficulties associated with adopting a core melt as the starting point for a severe accident analysis is discussed in this paper.
