The strategic choice approach in environmental policy-making

The Strategic Choice Approach has evolved over two decades as a practical means of helping people make progress together in tackling interrelated decisions under uncertainty. In recent years there have been several applications to major issues of environmental policy, especially in the Netherlands. This approach usually involves bringing together people of different allegiances and skills in a workshop setting and using flip charts and other low technology'' materials, rather than computers, as aids to the problem-structuring process. However, a software package known as Strategic Advisor, or STRAD, has recently been developed which encapsulates the main principles and methods of the Strategic Choice Approach. In the short term STRAD makes the approach more accessible to individuals and small groups who can interact informally around a single desktop computer. The use of this kind of software as a form of support to full-scale Strategic Choice workshops is seen as a major area for further development work.
