Hebei urges afforestation on Taihang Shan

In Hebei, Taihang Shan winds 340 kilometers from Juma He in the north to Zhang He in the south and covers an area of 46.43 million mu. In order to accelerate the pace of development in mountainous districts, the administrative office of Shijiazhuang Prefecture adopted 10 measures in accordance with differing conditions in each county and assigned additional good and adjacent mountainous land to commune members as private plots. Xiangtai Prefecture liberalized its policy and expanded private plots to 30 percent of the afforestable area in remote, and to 70 percent in adjacent, mountainous districts. Baoding Prefecture is proposing that where there is little mountainous land all such land may be carved into private plots, and where such land is plentiful the masses' demands should be fully met. All afforestable barren mountains, moreover, should be contracted out to households and treated as private mountain plots as soon as income is produced, on which income the collective shall make no demands. Handan Prefecture has determined that all barren mountains which are suited for forests, grass or pasture shall be contracted out to households for a fixed period of at least 30 years. The prefecture has distributed forest ownership certificates, and to date 70 percent of afforestable barren mountains have been contracted out to households. In order to assist commune members in setting up small nurseries, orchards and pastures, each county in the prefecture has granted subsidies, the working capital for which has reached 1.8 million yuan.
