FERC okays discounts for industrial gas users

Three interstate gas pipelines have Federal Energy Regulatory Commission (FERC) approval to offer gas utility industrial users a six-month discount in order to keep them from switching to No. 6 fuel oil. Other pipelines could seek similar relief even though some industrial users object to artificial prices on principle because of their effect on future market distortions. Objections to the discount as a quick-fix subsidy and concerns that other customers will pick up the difference suggest that it will not be a widespread or a long-term remedy. (DCK)
