Lower gas prices seen from FERC proposal

Efforts by the Federal Energy Regulatory Commission (FERC) to restructure and increase competition in the interstate gas industry will likely help users get cheaper gas in the long run, depending upon how state regulators translate and implement the proposal. Proposed rule changes would require pipelines that transport gas for any customers to offer transportation for all, and create a new billing mechanism that allocates cheap regulated gas to existing customers and encourages pipelines to lower their other gas costs. The change will increase the state regulator's role in setting gas carriage rate for utilities, but its effect will depend on the reaction of individual pipelines. Pipelines protest that relief from take-or-pay agreements is inadequate and that forced competition may preclude voluntary carriage.
