These proceedings contain the papers presented at Demand-Side Management --- Strategies for the 90s, the Fourth National Conference on Utility DSM Programs held from May 2 to 4, 1989, in Cincinnati, Ohio. To provide further information on DSM strategies in use around the country, abstracts of those papers which unfortunately could not be included in the conference program are found in the appendix. The conference objectives were to: (1) provide an opportunity for DSM experts to discuss their experience with such programs and their concerns about the regulatory and policy challenges they face, (2) determine how to improve DSM's effectiveness by enhancing performance evaluation methods, (3) explore how effective market research contributes to program success, (4) evaluate what does and doesn't work in marketing and implementing DSM programs, and (5) discuss how DSM can be incorporated into the larger framework of integrated resource and least-cost planning.
