Environmental considerations in Federal oil and gas leasing on Outer Continental Shelf

The Outer Continental Shelf (OCS) Amendments give the Federal government a new tool with which to avoid environmental damage by providing for the cancellation of leases. Following the case of Alaska vs Andrus, in which the Department of Interior's environmental impact statement is challenged, the US Court of Appeals, feeling that an agency should thoroughly assess the costs and benefits of proceeding without further environmental data, strengthened the effects of the National Environmental Policy Act's (NEPA) review procedures. The court also provided agencies with badly needed guidelines for OCS land management.
