Because of the surplus of natural gas, many pipeline companies are taking advantage of off-system sales authorized under the Natural Gas Policy Act. The fertilizer industry and power plants have been major buyers in these sales. Most intrastate pipeline companies oppose off-system sales at rolled-in prices, alleging that the problem of excess deliverability is moved from the interstate market to the intrastate market. The issue is discussed and recommendations are made for a policy position.
