This article discusses a program implemented by Pacific Gas and Electric in 1984 to offer cash rebates as an incentive to ''unmotivated'' customers to make their homes and businesses more energy efficient. The Cashback program grew out of PG and E's existing financing programs for residential customers, which were developed during the late 1970's to encourage home conservation improvements. It is concluded that the rebates in fact are the most effective trigger for energy-efficient equipment conversions.
