Developing a complete, well-executed toxic emissions inventory (TEI) is of key importance in meeting regulatory requirements, maintaining good public relations, and minimizing annual emissions fees. Indeed, more frequent and more accurate TEIs are rapidly becoming the growing trend among industrial firms nationwide. Proper planning is needed before conducting a TEI in order to assure that it is accurate, complete, and suitable for future information needs. The first step is to define all TEI objectives that apply to the facility. Next, the information is gathered through records reviews, personnel interviews, and a plant-wide survey. Once the information is gathered, emissions estimates are prepared. After all inventory data have been gathered and emissions estimates have been computed, the data must be sorted and presented. Spreadsheets and databases should be considered for this purpose. Organizing inventory calculations through spreadsheets with built-in calculations facilitates emissions estimates for similar sources. Database storage of the data allows for manipulations to generate reports and graphs as needed. Once the spreadsheet or database storage system is in place, the plant can input the data throughout the year and eliminate redundant data entry. A continuously updated inventory minimizes annual TEI reporting chores and provides a valuable tool for reviewing emissions reduction programs and analyzing historical trends in emissions data.
