This paper examines the models used to determine corona effects on power lines under various electrical surge conditions. Lightning and EMP surge responses are discussed and the EMP surge is found to have faster rise times but lower magnitude. The global nature of the EMP indicates a need for modeling other than surge propagation effects. A model is proposed and examiantion of the boundary conditions leads to the definition of corona time-domains. Use of early-time corona models with late-time coupling models is shown to be inappropriate.
