Title: Gem State Hydroelectric Project, FERC No. 2952-Idaho

A draft environmental impact statement (EPA No. 820563D) describes the estimated effects of a proposed hydroelectric project on the Snake River in Idaho which would include a 4300 by 40 foot earthen dam, with dikes on either side, a power canal, powerhouse, and a 3.76-mile transmission line and facilities. Power generated at the site would serve Idaho Falls, which expects to double in population over the next 15 years. Local workers would fill the 250 construction jobs. The reservoir would diversify the area's recreational potential. Negative impacts would be the loss of 24,000 feet of the Snake River and associated aquatic habitat, which would affect fish populations. The higher water level would restrict larger boats to the upper reservoir. Inundation of two small dams would create some hazards to boaters and eliminate their power generating capacity. Legal mandates for the study were the DOE Organization Act of 1977, Federal Power Act, Federal Water Pollution Control Act of 1972, and National Historic Preservation Act of 1966.
