Qinghai Province's key household program in forestry has expanded rapidly, with the number of households increasing from several tens last year to more than 2,000 currently. These households are playing an important role in planting trees and raising seedlings. According to statistics from Qinghai's forestry departments, there are more than 1,200 key households in afforestation and 800 key households in seedlings throughout the province. This year these households have planted more than 22,000 mu with trees and over 1,600 mu with seedlings, accounting in both cases for more than 13 percent of the total area afforested in the the province. Each key household planted an average of 18 mu with trees and 2 mu with seedlings, areas that would have required more than 60 normal agricultural households to afforest. All localities in Qinghai have adopted policies extending preferential treatment to key households in forestry. The households receive standard tree and seedling subsidies in advance, and banks and credit cooperatives make vigorous efforts to provide them with loans. Those key households that perform well receive cash bonuses, and some localities exempt key households from labor obligations. Forestry departments at all levels have given them preference in allocations of nursery stock, buy up all the saplings produced and provide excellent technical guidance.
