S. 488 is a bill to provide federal assistance and leadership to a program of research, development, and demonstration of renewable energy and energy efficiency technologies and for other purposes. S. 964 is bill to authorize appropriations to the Department of Energy (DOE) for civilian energy programs for fiscal year 1990 and fiscal year 1991, and for other purposes.
