It also authorizes allocations. Responses to the bill noted its effect on state and federal relations and limitations on the scope of state participation. Testimony focused on the subject of States rights to reject a nuclear waste depository and other adverse effects. DOE and the nuclear industry oppose the legislation. Spokesmen for Texas felt that States rights would not suffer, but that the legislation would not be of help.
