Export controls: balancing technological innovation and national security

Export control on sophisticated technologies to our adversaries are essential, but they require restrictions on trade that create friction with our allies as well and make it difficult for American companies to compete for world markets. Controls also impinge on the freedom of American scientists and engineers to communicate with each other and with colleagues in other countries. The author warns that excessively strict controls on technology transfer can threaten the creative environment that has placed the US at the forefront of technology. He suggests a balanced approach that will maintain a capability for leadership by distinguishing between military and non-military utility and establishes separate criteria for exports to Communist and non-Communist countries.
