State Energy Conservation Plan. [Monograph]
In this document, the State of Louisiana presents a State Energy Conservation Plan prepared to meet DOE guidelines for participation in the energy conservation legislation under US Public Law 94-163. The Plan is expected to achieve a 5.89% reduction in energy use based on projected 1980 energy consumption. The Plan includes the DOE required Base Plan programs of mandatory thermal efficiency and lighting efficiency standards, mandatory energy efficient procurement practices in State government, a vanpool/carpool program, and a right-turn-on-red law. In order to balance the Plan as much as possible, additional programs have been added which include key sectors in Louisiana such as the industrial sector. The number of additional programs has been minimized to budget in-depth programs. Where possible programs are integrated and coordinated. For example, lighting and thermal efficiency standards for new building have been combined in one program. Training programs for energy auditors will encompass requirements for performance standards in new buildings as well as audits of existing buildings.
