An abstract of the draft environmental impact statement (EIS) of a 288-mile, 16-inch crude oil pipeline crossing Utah and Wyoming describes the system design, which includes four pump stations, storage facilities, transmission lines, markers, valves, and other structures requiring rights-of-way easements. The pipeline would carry oil from the Overthrust Belt area to distribution points for refineries. Land requirements total nearly 3.5 thousand acres, and would disrupt wildlife habitat and fossil sites. The proposal specifies ditching procedures to prevent contamination of surface waters. Negative aesthetic impacts would be visible in some tourist areas. The Federal Water Pollution Control Act is the legal mandate for the EIS.
