A summary of the final environmental impact statement prepared for an underwater pipeline to connect the South Carolina State Ports Authority pier to a proposed oil refinery describes the excavation that would be necessary in the Sampit River and marshland. Economic benefits would be the availability of competitively priced petroleum products and employment for the surrounding area. The negative impacts would be sulfur dioxide and ozone emissions in excess of federal standards. Pollution of the river, Winyah Bay, and adjacent estuaries from wastewater and spills would affect wildlife and fish habitat. The refinery construction would require 100 acres of forest. The Clean Air Act of 1977 and River and Harbor Act of 1899 provide legal mandates for the assessment.
