The seemingly inevitable disruption of energy sources not under U.S. control, and the budgetary impact of increasing energy costs, poses a serious threat to our ability to maintain the operational readiness of our Armed Forces at a level sufficient to ensure the national security. Accordingly, the development of an efficient military system - one that is invulnerable to foreign energy supply interruptions - is essential if we are to maintain acceptable levels of force readiness while adhering to a strong conservation ethic and a shift to domestically controllable energy sources. If we do our job right, we will contribute towards ensuring that our energy supply lines remain full, providing energy to support our military force - energy that is in the right form, in the right place, and in sufficient quantities to maintain our national security.
