As in the past, I welcome the opportunity to present to the Congress my annual report - in this case, it is my final one - on the foreign policy and military force structure of the United States for the next fiscal year, how such policy and force structure relate to each other, and the justification for each, as directed by Section 812 of the Department of Defense Appropriation Authorization Act of 1976. We have coordinated this report closely with the Department of State, and Secretary Muskie has indicated that he considers it to be responsive to these provisions. In Section I of this report, I will outline basic US interests in the world and the challenges to them (Chapter 2); our national security policy and our regional policies (Chapter 3); our policies for: strategic nuclear forces (Chapter 4), forces for NATO (Chapter 5), and forces for non-NATO contingencies (Chapter 6); and our policies for the support of these forces, i.e., readiness and sustainability (Chapter 7). In Section II, I will present our defense programs in 15 areas, as well as our FY 1982 budget, which are designed to implement these policies.
