Fluctuation-dissipation dynamics of the formation of the charge distribution of fission fragments

We calculate the parameters in the charge distribution of the fragments using the Fokker-Planck equation to describe the fission dynamics. Three collective coordinates were taken into account: the distance rho between the centers of mass of the nascent fragments, the neck parameter h, and the charge coordinate ..delta... The results show that statistical equilibrium with respect to charge exchange between the fragments can be established almost during the entire descent from the saddle point to the scission point, except for the last stage before scission of the neck. The deviation of the charge-mode parameters from their equilibrium values in this stage is caused by the rapid increase in the inertial parameter m/sub ..delta../, which was obtained from the dipole isovector oscillation energies calculated in a hydrodynamical model. We also study the role of quantum fluctuations in the formation of the charge distribution.
