Tax reform debate: implications for hydro

In recent months, there have been several measures introduced on Capitol Hill which address the controversial issue of tax reform. With debate on the matter still simmering, in late 1984, the US Treasury Department offered its own proposal for tax reform. Although the proposal lessens the tax burden for certain sectors of the economy, it poses some critical financial threats to others. The implications of the tax reforms. Because this risk is expressed in projections based on scientific findings that are often ambiguous, environmental policymakers are pressed to find ways to manage risks that are still inadequately understood.
