This patent describes a standing valve comprising: (a) a housing having a longitudinal flow passage therethrough and at least one lateral port in the housing wall communicating between the flow passage and the valve exterior; (b) annular valve means in the housing for controlling flow through the lateral port; (c) first operator means for operating the annular valve means between open and closed positions; (d) second operator means for moving the annular valve means to open position permitting two-way flow between the valve exterior and the housing flow passage through the lateral port; and (e) control means for controlling pressure required to operate the second operator means.
