A program for effective availability improvement can be attained only with upgraded reliability and design for plant maintainability. In realizing higher availability, utilities, A/Es, and manufacturers working together must factor into the objective system-design criteria, engineering-optimization studies, performance specifications, and procedures that evaluate the capabilities of manufacturers and contractors. Finally, there must be tradeoff in the economics of unit capital costs vs the benefits of increasing unit availability.
