Impending Medicare limits seen spurring conservation

Hospitals and health-care facilities will have more incentive to control costs after the ceiling on Medicare payments takes effect in September. The Tax Equity and Fiscal Responsibility Act limits reimbursements rather than matching charges for the 34% of national medical payments made by Medicare. The ceilings, which will be determined on a regional basis, have encouraged private health insurance organizations to introduce incentives, but hospitals may use interest-free loans to expand service and attract more clients rather than to conserve energy costs. A summary of three hospital case histories of completed conservation projects accompanies the article. (DCK)
