State conservation and solar-energy tax programs: incentives or windfalls

Intergenerational equity demands that we choose today whether to consume or conserve our nonrenewable energy resources and materials. A sustainable economy offers a mix of consumption based on renewable resources, with nonrenewables used only until suitable substitutes are found. States have a role in changing the political and economic institutions. This book examines the fairness, the costs and benefits, and the administrative issues associated with tax incentives designed to encourage conservation and the use of renewable resources. It is indended to help state officials assess the effectiveness and limitations of incentive programs so that they can identify those incentives with the most potential and take the steps that will maximize public response. Four appendices list and evaluate incentives enacted by state through 1979 and describe life-cycle cost analysis and the Energy Saver Loan Program. 28 references. (DCK)
