Energy policy revisited

According to Mr. Stelzer, the President's national energy policy proposals reflect three major elements: a belief that the market mechanism is an unreliable determinant of fuel allocation and cost; an assumption that leaders, knowing what is best for citizens, should pass sumptuary laws; and an attitude that is anti-risk and limiting to both innovation and progress. These underlying forces have encouraged the private sector to turn over many activities to government. Examples of the impact these elements have on the US energy situation are examined, and several suggestions are made for setting energy policies in which the government has a specified, but limited, role in the energy economy. Four steps - tariffs to replace import quotas, bidding for import entitlements, a guaranteed purchase-price system, and increased supplies from Mexico - are suggested as ways to reduce US reliance on imported oil.
