Restraints on increased production and refining of California crude oil

Refining crude oil in California is discussed. The California refining industry has to be prepared to process heavy crude found in California as well as increasing volumes of Alaskan crude. Increased production from a major crude oil resource in California's Kern County is being restrained by problems of both independent and major crude oil producers in obtaining air permits required for installation of production facilities. Similar problems can be foreseen in obtaining approval for modifications to California refineries necessary to produce more low-sulfur fuel oils or unleaded gasoline from this crude oil or from increased amounts of Alaskan North Slope crude oil.
