Power and infrastructure privatization in Mexico

Mexico's new programs for electric power and infrastructure development highlight the multiple forms which public-private partnerships can assume effectively. They open important new investment opportunities. Challenges remain to their effective implementation. Under the Electric Power Public Service Act Amendments, private investors may engage in the following categories of power generation, so long as all sales are made to CFE, the Federal Electricity Commission: self supply (with incidental excess sales); cogeneration; small power production; and independent power production (IPP). Examination of Mexico's approach to infrastructure developments highlights the interplay between host country privatization objectives and the requirements of project finance. There is a need for continuing dialogue and understanding between the goals of project hosts and the risk sensitive requirements of capital suppliers. The example of Mexico's progress should facilitate many types of privatization in other Latin American countries.
