The National Acid Rain Control Act amends the Clean Air Act by reducing the allowable level of sulfur dioxide and nitrogen oxide emissions by 12 and 3 million tons per year, respectively, by 1995. The Act also provides subsidies to mitigate the economic impacts caused by pollution control investments and job dislocations. The Act also outlines how state shares of the reductions are to be calculated on the basis of fossil fuel units. Each state will submit a compliance plan for approval. A trust fund will receive quarterly fees from fossil fuel plants to mitigate capitalized costs for compliance and to accelerate pollution reduction research.
