US refining sector stress: More on unsung heroes

Since the invasion of Kuwait, attention to crude-oil-supply security and consumer price increases has dominated U.S. energy policy perspectives. But the refining sector has suffered a dramatic financial squeeze that merits close focus. The modern U.S. oil market can react almost instantly to international events with a crude oil price surge -- but its downstream sector with its entirely different and complex structure cannot do likewise. This is illustrated by several graphs. This issue also includes the following: (1) the ED Refining Netback Data Series for the US Gulf and West Coasts, Rotterdam, and Singapore as of Dec. 7, 1990; and (2) the ED Fuel Price/Tax Series for countries of the Western Hemisphere, December 1990 edition. 6 figs. 5 tabs.
