Seven spokesmen for highway traffic and administration, air pollution agencies, General Accounting Office, Environmental Protection Agency (EPA), and the Hazardous Materials Branch of the Coast Guard testified on efforts to achieve EPA air quality standards and reviewed challenges of the adequacy and legality of these programs. At issue was safety controls which could increase safety risks under certain conditions. Of major concern was the extent of health risks from ozone concentrations for the inhabitants of major cities and ports. The witnesses discussed policy options, but noted the many areas of uncertainty involving ozone effects and the impacts of air pollution. Nine appendices of tables and correspondence follow the testimony and other material submitted for the record.
