An environmental assessment program for a 13,000 barrel per day oil shale operation

Gibbs and Hill, Inc. is currently performing an environmental assessment and permitting program for the Means Oil Shale Project in east-central Kentucky. Early environmental activities for the project consisted primarily of preparing the response to the Synthetic Fuels Corporation Third Solicitation for synthetic fuels projects. Environmental issues addressed included permit compliance activities and plans, environmental monitoring, and socioeconomic considerations. Heavy emphasis was placed in the proposal on scheduling, details of the field data collection activities and, in the area of socioeconomic impacts, labor force availability, impact assessment and mitigation plans. With all data collection programs in progress, daily program activities revolve not only around data analysis functions, but also with continuing coordination with federal and state agencies. Discussions have been held with the SFC relative to socioeconomics, development of an Environmental Monitoring Plan, preparation of the Environmental Impact Statement and agency coordination. The U.S. Army Corps of Engineers, which mandated that an EIS be prepared, and Gibbs and Hill staff have discussed the schedule requirements and content of the document. State regulatory agencies continue to be contacted regularly concerning forthcoming legislation and data collection and analysis activities. In addition, coordination regularly takes place with Kentucky's coordinator for the preparation of the EMP. Finally, existing public involvement activities continue with Gibbs and Hill, SPP/CPM and various state agencies collaborating on additional programs to keep local citizens informed about the project.
