This study examines and evaluates the capabilities and effectiveness of the institutions charged with enforcing the Clean Air Act requirements in five case study areas nationwide: the Puget Sound region of the State of Washington; the Eastern Tennessee Valley of Alabama and Tennessee; Houston Texas; the Pittsburgh, Pennsylvania to Youngstown Ohio area; and the State of Florida. This summary report integrates the findings of these five studies and describes their major conclusions.
