This report examines and evaluates the capabilities and effectiveness of the institutions charged with enforcing the Clean Air Act requirements in the Eastern Tennessee Valley region of Alabama and Tennessee. Among the sections of the Act addressed by the study are those concerning Federal grants, designation and planning, enforcement issues, and citizen suits. The requirements for nonattainment areas specified in Title I, Part D of the Act are reviewed extensively.
