World energy supply and international security

Three essays examine the political, economic, and military problems of ensuring adequate and stable world energy flows. The first paper provides an overview of supply trends through the year 2000, paying special attention to the relative importance of OPEC oil and Soviet gas imports by industrial and developing states. The second paper explores the prospects for energy availability in the Soviet Union and Eastern Europe, and assesses the implications for the West of alternative energy outcomes in the Soviet bloc. Five senior staff members of the Institute for Foreign Policy Analysis discuss, in the final paper, the impact of energy import dependence on the foreign and defense policies of the Western allies and Japan. They review both the military and nonmilitary means available to improve energy security.
