S. 1861: This Act may be cited as the Toxic Pollution Detection Act of 1989. Introduced in the Senate of the United States, One Hundredth First Congress, First Session, November 9, 1989
This bill was introduced into the U.S. Senate on November 9, 1989 to amend the Clean Air Act relating to toxic chemicals. There have been numerous releases of toxic chemicals into the environment and the workplace which are health hazards. These hazards should be prevented and minimized to the maximum extent possible. Although not required by federal laws, continuous air pollution monitors are available to provide early detection of these substances. All facilities which use toxic chemicals should require these monitors to detect any releases that may present an actual or potential risk to human health or the environment. This legislation promulgates regulations requiring continuous monitoring of all devices and systems, storage facilities, and transfer points in which hazardous substances are present.
